Rules and Regulations for Building new ECEC services 2024

ACA NSW Quickies (training) are less than 2 hours long and held throughout the year via live webinars, in-person and video-on-demand formats.


Quickies are primarily for Approved Providers, owners/directors and Nominated Supervisors with sector-specific information, advice, tips and even “tricks”.


The topics to be covered in the Rules & Regulations for Building new ECEC Centres are:


  • How is the NSW SEPP (Transport & Infrastructure) 2021 applied?
  • When are the local councils’ rules about development applications (DAs) relevant to existing/new ECEC services?
  • Are there other potential/emerging regulatory requirements (including for child protection, fire protection and emergency evacuation)?
  • What future-proofing and value-add features should be considered?
  • How to leverage NSW Government’s $5b fund to create new ECEC services?


This Quickie will help you understand the planning, building, local government and other regulatory requirements in anticipation of building your new early childhood education and care centre to help ensure its educational, operational and financial success.

      Your Presenters:

      Farah Georges is the Principal of Design Cubicle. He started his career as a draftsman in some of the most prestigious firms in Sydney before opening his office (Design Effects) and followed by Skyton Developments. He established Design Cubicle in 2006. He is a member of the Building Designers Association (#6006) and is registered with NSW Fair Trading as a Design Practitioner (DEP00002168).

      Chiang Lim is the CEO of the Australian Childcare Alliance NSW. He brings over 20 years of professional industry advocacy, organisational and business administrator, political agitator, entrepreneur and solutions seeking. His experiences include not-for-profit industry associations, information technology, telecommunications, defence, national and international standards development, human rights, fast-moving consumer goods (FMCG), local governments, and early childhood education and care.
